Nata a Pogliano Milanese, in provincia di Milano, si è laureata in Scienze politiche all’Università degli Studi di Milano e ha frequentato un corso all’Università Bocconi di “pianificazione strategica”. Ha lavorato come dirigente del Servizio Programmazione della Regione Lombardia ed è stata Consigliere Regionale in Lombardia, con incarichi di giunta (sanità, bilancio) in diversi periodi.
Viene poi eletta a Roma alla Camera dei Deputati e al Senato della Repubblica, ricoprendo diversi incarichi istituzionali: Sottosegretario al Ministero degli Affari Esteri con deleghe importanti sia per le aree paese (Americhe, Asia, Oceania) sia per le tematiche e per i rapporti con l’ONU.
Nel 1999 viene nominata Ministro per le Politiche Comunitarie e, successivamente, Ministro per i Rapporti con il Parlamento.
Nel 2004 viene eletta Parlamentare Europea, confermata sia nel 2009 sia nel 2014.
E’ membro del Gruppo dei Socialisti & Democratici (S&D), primo Vicepresidente della Commissione per l’Industria, la Ricerca e l’Energia (ITRE), membro sostituto delle Commissione per lo Sviluppo (DEVE).
E’ Capo Delegazione del Partito Democratico al Parlamento Europeo.
E’ stata ed è relatrice e/o relatrice ombra di molti importanti dossier sulle Telecomunicazioni, l’Agenda digitale, l’attuazione di Horizon2020, l’Industria 4.0 e le normative sul mercato dell’Unione dell’energia, la sicurezza dell’approvvigionamento e lo sviluppo delle energie alternative.
Nelle sue attività a livello europeo ha sempre valorizzato, anche proponendo misure specifiche ad hoc, il ruolo delle donne nelle tecnologie, nella ricerca e nella scienza.
Patrizia Toia wasborn in Pogliano Milanese (Milan); sheisgraduated in Political Science at the University of Milan. She worked as Director of the Planning Service at Lombardy Region. She was regional councillor in Lombardy, with different responsibilities (Health, Budget)
She was Member of the Chamber of Deputies and in 1996 she was elected at the Senate of the Republic. She held various institutional positions: Undersecretary of State for Foreign Affairs with responsibility for Latin America, Asia and Oceania, Relations with the United Nations, Human Rights, Migration and Italians abroad, in 1999 she was appointed Minister for European Affairs and Minister for Relations with Parliament.
In 2004 she was elected at the European Parliament, confirmed in 2009 and 2014. Member of the Group of the Progressive Alliance of Socialists and Democrats (S & D), she is Vice-Chair of the Committee on Industry, Research and Energy. She is also member of the Delegation for relations with Belarus and the Delegation to the Euronest Parliamentary Assembly and substitute member of the Committee on Development.
She is Head of the Italian delegation of the S&D Group, PartitoDemocratico.
In 2008, she was the Rapporteur (ITRE Committee) for Report on “European Electronic Communications Regulations and Markets 2004”.
In 2009, she was the Rapporteur (ITRE Committee) for Report on “reaping the full benefits of the digital dividend in Europe: a common approach to the use of the spectrum released by the digital switchover.
In 2015, she was the Shadow Rapporteur for the S&D Group for the Report on “universal service and users’ rights relating to electronic communications network and services and the Regulation on roaming on public mobile communications networks within the Union”.
In 2016, she was the Rapporteur (ITRE Committee) for the Report “Use of the 470-790 Mhz frequency band in the Union” (spectrum).
She is the Shadow rapporteur for the S&D for the Report “Digitising European Industry” at the ITRE Committee.
